Autovia Padana is the builder and manager of the new motorway interchange between the Ospitaletto tollbooth (A4), the new Poncarale tollbooth (A21) and Montichiari airport, by virtue of the tender awarded for the Concession of the A21 Motorway in the Piacenza-Brescia section and the turnoff for Fiorenzuola d’Arda.

The completion of the interchange in the section between the municipalities of Azzano Mella and Ospitaletto is part of the concessionaire’s contractual obligations.

The final plan of the motorway interchange between the Ospitaletto tollbooth (A4), the new Poncarale tollbooth (A21) and Montichiari airport was approved by CIPE Resolution no. 24 of 18-03-2005 with prescriptions and recommendations to be developed both during the executive design and construction phases, some of which concern environmental monitoring.

 

GENERAL DETAILS

  • Granting Body: Ministry for Infrastructure and Transport (hereinafter referred to as MIT or “Grantor”).
  • Concessionaire: Autovia Padana S.p.A. (hereinafter “Concessionaire” or “AP”) took over from Autostrade Centro Padane S.p.A. on 01/03/2018.
  • Final plan: project approved by CIPE Resolution no. 24 of 18/03/2005.

 

DESCRIPTION OF THE WORKS

The Ospitaletto-Montichiari motorway interchange is located in the Region of Lombardy, Province of Brescia, in the municipalities of Ospitaletto, Cazzago S. Martino, Travagliato, Lograto, Torbole Casaglia, Azzano Mella (lots 1-2) and in the municipalities of Castel Mella, Capriano del Colle, Flero, San Zeno, Poncarale, Montirone, Ghedi, Castenedolo (lots 3-4).

The project has a total length of approximately 30 km of category A1 motorway, plus approximately 7.6 km of local alternative route roads.

Lots 1-2 have an extension of approximately 11.5 km and the new road network overlaps the existing route of the SP 19. The infrastructure runs from the current overpass of the A4 motorway (Bergamo-Brescia section) near the Ospitaletto tollbooth in the municipality of the same name, to the bridge over the Quinzanello canal in the Municipality of Azzano Mella, where it connects to the route of lots 3-4 in operation, to the A35 Brebemi motorway and to the ordinary road network (SS11, SP21, SS235).

Lots 3-4, built by the previous Concessionaire and in operation since 2012, are approximately 18.5 km long. The lots begin near the bridge over the Quinzanello canal in the municipality of Azzano Mella and end with the junction on the S.S. 236 “Goitese” where it joins the slip road leading to the Brescia East tollbooth of the A4 motorway (Brescia-Verona section) and, further north, to the junction between Brescia’s southern bypass (S.S. 11) and the S.S. 45bis. These include five junctions with the ordinary road network (Azzano Mella – S.P. IX, Flero – S.P. 22, Borgosatollo, Fascia d’oro – S.P. 37 and Goitese – S.S. 236) and one junction guaranteeing interconnection with both the A21 and the S.S. 45bis (Brescia South).

In lots 3-4, only the alternative route to the S.P. 22 has to be completed already partly in operation, through the construction of a category C1 road with a length of approximately 1.8 km. It is a redevelopment of an existing road in the Municipality of Flero. The infrastructure develops from the roundabout near the Flero junction (lot III of the Interchange), where the existing stretch of this alternative route lies, to the S.P. IX in the municipality of Castel Mella, near the start of Brescia’s western bypass.

 

THE ENVIRONMENTAL MONITORING PLAN

Within the framework of the Implementation Checks concerning the executive plan of the motorway interchange, carried out pursuant to art.185, paragraph 6 of Italian Legislative Decree 163/2006, as amended “Code of Public Contracts for Works, Services and Supplies in implementation of Directives 2004/17/EC and 2004/18/EC”, the Technical Commission for Environmental Impact Assessment – EIA and SEA with Opinion no. 33 of 5/05/2008 expressed a favourable opinion in compliance with specific requirements.

Between 2006 and 2010, pre-works monitoring of the entire road infrastructure (Lots I, II, III and IV) was carried out. Subsequently, for Lots I and II, in the case of some components, in-progress monitoring was also activated (2009-2012). The Environmental Monitoring Plan (PMA) Rev.1 of 30 September 2020, to which the data published on this website refer, is in continuity, with due updates on the state of the sites and regulatory and legislative references, with the approved PMA and elaborates on the environmental components already partially carried out by the previous concessionaire.

This approach allows a unified reading of the environmental parameters, considered on a single chronological scale (2006-2020), taking into account the interruption of works between 2013 and 2019. Due to this forced interruption, PMA Rev.1 of 30 September 2020 considers the first step of measures to have been carried out in the “pre-works phase”, in order to give continuity to the analyses of the individual environmental components and to allow them to be compared during the “course of works”.

 

REGIONAL INFORMATION SYSTEM (SIT)

The Regional Information System (SIT) of Autovia Padana is the management tool supporting Environmental Monitoring that allows all parties involved in the realisation of the work, according to their specific remit, to operate in a punctual and effective way in the control of the evolution of the state of quality of the environmental matrices in relation to the construction and future operation of the infrastructure.

The SIT, through differentiated access according to predefined user profiles, thus enables:

  • The management of survey activities and the monitoring of the implementation status of operational programmes.
  • The management and evaluation of data collected against reference thresholds and their validation.
  • The publication of validated data.

In order to facilitate the reading and interpretation of the data, the SIT allows the consultation of the PMA directly from the map portal, which shows the design of the New Motorway Interchange superimposed on the various basic issues.

Access to the map portal is restricted to operators authorised by Autovia Padana.
